William (Bill) Parks serves as the Project Controller for Front Line Advisory Group; he supports several projects ensuring that the Cost Performance Index (CPI) on project expenditures remain within allocated funding; providing clear and up-to-date financial updates to allow timely funding decisions and to keep CIP Program management apprised of any potential delays, impacts or competition for resources before milestones are impacted.
Prior to joining Front Line, he utilized his thirty-five years of experience working on various projects in capital investment planning, municipal budget management, strategic planning, and project performance evaluation, including twenty years developing the annual operating and capital budgets for the City of Charlotte, North Carolina. Bill is also a proud Navy Veteran honorably serving from 1975-1979.
Bill has earned a Master of Science in Community and Regional Planning from the University of Texas at Austin; a Master of Public Administration (MPA) from the University of Arkansas at Little Rock, and a Bachelor of Arts in Political Science from the University of Arkansas at Little Rock.
In his spare time, Bill enjoys spending time hiking, trail biking and exploring nature and other interesting locations throughout central Texas and the Hill Country (and previously throughout the North Carolina Mountains). Much of his free time is enjoying activities with his grandson and daughter. For the past few years, a special hobby of his has been restoring historical Naval Aviation aircraft located in various military and aviation museums.
Bill is inspired by opportunities to make the world around him a better place, by creative ways to improve something, or to create a new, better way of doing something brings him a sense of fulfillment and accomplishment.
