President / Owner

Jessy Milner

Jessy Milner is the President and a co-owner of Front Line Advisory Group. Mr. Milner has more than twenty years’ experience as a successful entrepreneur and program manager throughout both the public and private sectors. Jessy is a combat veteran, serving nearly 15 years in the United States Army performing various roles within the Special Operations community.

Jessy has a diverse background working on specific program management projects in large metropolitan cities such as Washington DC, New York and Austin leading various public and private clients for programs with budgets of over 4.2 billion.

In his spare time, Jessy enjoys spending quality family time with his wife and two children hiking, camping, and staying physically active.

Jessy strongly believes that continued learning in all areas of leadership fundamentals and principles is necessary to growing an exceptional team of unbelievably skilled colleagues. He strives towards solving the most difficult challenges in Program Management and Process Improvement by cultivating a team of individual who are recognized as superior in their fields of employment.

Executive Assistant/ Administrative Manager

Kelli Lindsay

Kelli Lindsay serves as the Executive Assistant, Business Development Coordinator and Office Administrator for Front Line; she handles all detailed procedures central in administrative operations for the company.

Prior to joining Front Line, she spent 12 years engaging in diverse administrative roles including: managing a Department of Defense transition program for a US Army military installation. Kelli is a former US Army Military Police officer who severed 6 years including a year in combat supporting Operation Iraqi Freedom from 2003 to 2004.

Kelli graduated from Murray State University with a Master of Science in Human Development and Leadership with a focus in Public Administration. She also obtained her bachelor’s degree at Murray State University in Health Care Administration.

In her spare time, Kelli loves, working out, reading, hiking with her husband and 2 dogs, traveling (currently has visited 9 countries, and 27 states), and enjoying new culinary experiences.

Kelli believes that challenges make life interesting, but overcoming those challenges makes life meaningful.

Lead Program Consultant of Acquisitions

Darrell Debish

Darrell Debish serves as the Lead Program Consultant of Acquisitions; he leads a cutting-edge ensemble in conjunction with Defense Advanced Research Projects Agency logistic development branch in endeavoring support of the Department of Defense.

Prior to joining Front Line, he spent 28 years of service in the United States Army operating in distribution and transportation. Darrell served in several combat missions supporting the Global War on Terrorism and Stability. He meritoriously retired in 2017 as a Lieutenant Colonel as the Chief of Sustainment in Southern Afghanistan.

Darrell is a U.S. Army Graduate with Program Management and Level III Contracting, as well as a Graduate of the Army Communities of Excellence Training and Submission program. He attended Touro International University where he earned his Master of Education in Education Administration and The University of Texas, Austin receiving a Bachelor of Arts in Economics.
In his spare time, Darrell is a cactaceae aficionado, dicotyledon enthusiast and enjoys boating on the surrounding lakes in the central Texas area.

Darrell follows the mantra of Theodore Roosevelt – “No one cares how much you know, until they know how much you Care”.

Senior Program Scheduler

Oluwafemi (Femi) Oseni

Oluwafemi (Femi) Oseni serves as the Senior Program Scheduler for Front Line Advisory Group; his principal responsibilities include project schedule reviews and stakeholder consultation on best practices for timeline compliance.

Prior to joining Front Line Femi earned a Bachelors degree in mechanical engineering, and a Masters degree in Industrial and Systems Engineering from the University of Oklahoma, and another Masters degree in Business Administration from the University of Texas at Dallas.

Femi holds a Graduate Certificate in IT Project Management from American Military University as well as another Graduate Certificate in Project Management from the University of Texas at Dallas; and several professional certifications including Certified Associate in Project Management (CAPM), Project Management Professional (PMP), and a Green Belt in Lean Six Sigma. Additionally, Femi currently serves in the United States Army Reserves.

In his spare time, Femi enjoys spending time with his family, playing, and watching Basketball, Football and Soccer. He is a huge fan of the OU Sooners.

Femi believes hard work is the key to success and anything worth doing, is worth doing well.

Senior Program Analyst

Hyeon Park

Hyeon Park serves as the Senior Program Analyst, for Front Line Advisory Group; his principal responsibilities include monitoring and tracking the progress and performance analytics in several data bases on many different projects.

Prior to joining Front Line, Hyeon earned a Ph.D. in Civil Engineering at the University of Texas at Austin. His specialization is benchmarking project performance with the support of quantitative data analysis and visualization. He gained his expertise in performance data analysis projects through working in public and private sectors in both South Korea and the United States of America.

In his spare time, Hyeon enjoys spending time with his wife and two children, taking shorts trips around the state to see the sites and spend time with the ones he loves. To Hyeon his family is his greatest accomplishment and inspiration and where he is most happy.

Hyeon is moved by the words of Abraham Lincoln – “I am a slow walker, but never walk back.”

Assistant Capital Improvement Program Manager

Bill Parks

William (Bill) Parks serves as the Project Controller for Front Line Advisory Group; he supports several projects ensuring that the Cost Performance Index (CPI) on project expenditures remain within allocated funding; providing clear and up-to-date financial updates to allow timely funding decisions and to keep CIP Program management apprised of any potential delays, impacts or competition for resources before milestones are impacted.

Prior to joining Front Line, he utilized his thirty-five years of experience working on various projects in capital investment planning, municipal budget management, strategic planning, and project performance evaluation, including twenty years developing the annual operating and capital budgets for the City of Charlotte, North Carolina. Bill is also a proud Navy Veteran honorably serving from 1975-1979.

Bill has earned a Master of Science in Community and Regional Planning from the University of Texas at Austin; a Master of Public Administration (MPA) from the University of Arkansas at Little Rock, and a Bachelor of Arts in Political Science from the University of Arkansas at Little Rock.

In his spare time, Bill enjoys spending time hiking, trail biking and exploring nature and other interesting locations throughout central Texas and the Hill Country (and previously throughout the North Carolina Mountains). Much of his free time is enjoying activities with his grandson and daughter. For the past few years, a special hobby of his has been restoring historical Naval Aviation aircraft located in various military and aviation museums.

Bill is inspired by opportunities to make the world around him a better place, by creative ways to improve something, or to create a new, better way of doing something brings him a sense of fulfillment and accomplishment.

Business Consultant

Craig Starcher

Craig Starcher serves as a Business Consultant with Front Line Advisory Group; his principal responsibilities include program management, process improvement, and change management.

Prior to joining Front Line Advisory Group, he worked in financial management, software development, product management, and consulting in the public and private sector. In that time, he managed budgets topping $4B, saved the United States Marine Corps $3.4M through process improvement, managed growth and rollout of a financial application, and advised on a variety of boards concerning financial coding, business systems, political outreach, and veteran services. Craig also served 8 years in the United States Marine Corps as a Finance Officer.

Craig graduated from Texas A&M University - Commerce with his Master of Business Administration, and obtained a bachelor's of science in Health and Fitness Management from Texas State. He has also obtained various certifications, such as a Project Management Professional (PMP), Certified Scrum Master (CSM), and Lean Six Sigma Green Belt.

In his spare time, Craig enjoys spending quality time with his family, reading, and mentoring veterans, entrepreneurs, and new software developers. He also serves as a Board Member for the Veteran Corporate Council, helping improve and connect veteran employee resource groups, and as the Vice President of Communication for the Veterans Leadership Council, helping connect military veterans in public and private sector leadership roles across the country.

Craig is inspired by opportunities to teach and improve. He knows that minor improvements can result in extraordinary returns, and a single lesson learned can change the trajectory of someone’s life.
